Rental terms and conditions

The terms as they would apply to a traveller booked through you — a structured summary for your product and legal readers, assembled from Rocket's published consumer Terms of Service, Refund Policy and product pages. It is not the rental contract: the binding document is the rental agreement the driver signs at hand-over in Vietnam, together with Rocket's published Terms of Service.

Two items are genuinely open; every other clause is settled

Everything below states Rocket's current position, settled on 21 August 2026 and aligned across Rocket's consumer terms, refund policy, FAQ and booking flow — in all ten published languages — on the same date. The two open items are in §14. Neither blocks integration.

2. Driver eligibility

Driver eligibility
Minimum age18 years
Licence held forNo minimum period
Licence formA valid original driving licence at hand-over. Copies are not accepted.
IdentityValid ID and driving licence presented at vehicle hand-over.

2.1 International drivers — a hard legal constraint, not a Rocket policy

This clause materially limits which of your customers can rent in Vietnam. Read it before you list Rocket.

Under Vietnamese law an international driver must present a valid International Driving Permit issued under the 1968 Vienna Convention, together with their national licence. IDPs issued under the 1949 Geneva Convention are NOT valid in Vietnam — which excludes, among others, permits issued by the United States, Australia and China. For those citizens, driving legally in Vietnam requires either converting the home licence to a Vietnamese one.

If a traveller is refused at hand-over for holding an invalid IDP, the booking is treated as a no-show and one day's rental fee is charged. Rocket cannot lawfully release a self-drive vehicle to a driver who may not legally drive it.

This is a condition of distributing Rocket's fleet:

  1. Display the IDP requirement before the traveller pays, not in a post-booking email. A booking taken without that warning shown is one Rocket will refund in full on request.

2.2 No young-driver surcharge. Any driver who meets the rules above pays the same rate regardless of age. Rocket's public FAQ once mentioned a “Young Driver Fee” for drivers under 25; no such fee was ever implemented in Rocket's pricing engine and none was ever charged. The claim was withdrawn on 21 August 2026 — do not reproduce it.

2.3 Additional drivers are purchased as a rental extra and priced through the API. An additional driver must meet the same requirements as the main driver, including the 1968-Convention IDP, and must be present with their original licence at hand-over. Only drivers named on the rental agreement may drive the vehicle — an unnamed driver voids CDW and Full Protection.

3. Security deposit

A refundable deposit is collected before or at hand-over. It is never part of the rental charge, and the API returns it as a separate securityDeposit object so you can present it to the traveller as a distinct amount.

Security deposit schedule
USD 1,000Premium — BMW, Mercedes-Benz, Mercedes-AMG, Mercedes-Maybach, Porsche (13 vehicles)
USD 700Full-size SUV/MPV and pickup — Everest, Fortuner, Carnival, Sedona, Custin, Ranger Raptor, Ranger XLS (7 vehicles)
USD 500Everything else — sedan, compact SUV/MPV, compact EV (16 vehicles)

Read the per-vehicle securityDeposit from the API rather than re-deriving it from this table — the tier is Rocket's commercial grouping, not a field the API exposes. Deposits are quoted in USD and charged in Vietnamese Dong at the prevailing rate.

Payment: cash or card at pickup, online via Rocket's Appotapay gateway, bank transfer, or a credit-card pre-authorisation hold. Where a hold is used the amount is held and not charged, released on a clean return, and captured only against actual documented damage.

Return window: within 7 days of vehicle return, shortened from 20 days on 21 August 2026. Settlement to the traveller's account still depends on their bank — typically 5–15 business days for a card refund. The 7 days is Rocket's commitment to release the funds, not a guarantee of when the bank credits them; present it that way. Damage or a traffic fine is deducted against an itemised breakdown emailed to the traveller.

4. Cancellation, refunds, no-show and late return

Cancellation schedule
More than 24 hours before pick-upFree cancellation, full refund
Within 24 hours of pick-upOne day's rental fee

There is no 48-hour tier and no partial-percentage tier. Any amount prepaid beyond the applicable charge is refunded, always through the channel used to pay and never exceeding the original amount. Rocket charges no fee to receive a refund. E-wallets are usually instant; domestic Napas cards typically 5–7 business days; some banks up to 10–15. Complaints may be raised with Rocket within 60 days of the transaction.

4.1 No-show. If the vehicle has not been collected and the traveller has not contacted Rocket within 2 hours of the scheduled pick-up, the booking is a no-show: one day's rental fee is charged and the vehicle is released. The 2-hour window is a genuine grace period, not a formality — a delayed flight or a slow immigration queue is exactly what it is for. A traveller who contacts Rocket keeps the booking.

Late return charges
Up to 59 minutes lateNo charge
From 1 hour25% of the daily rate per hour
More than 4 hoursOne full extra rental day
Cancelling through the API. POST /reservations/{id}/cancel works. Where money has already been taken on the booking — a prepayment, or a live deposit hold — it deliberately answers 409 CANCELLATION_NEEDS_STAFF and routes the request to a Rocket staff member, rather than flipping a status and leaving the money unresolved.

5. Mileage

300 km per day, with distance beyond that charged at VND 5,000 per kilometre. It applies to every vehicle in the fleet and is returned per vehicle by GET /fleet as mileagePolicy.

The earlier “unlimited mileage” wording has been withdrawn from every Rocket surface. Do not reproduce it, including from a cached copy of Rocket's site or from earlier correspondence. Note the deliberate currency split: the deposit is quoted in USD while the excess-distance fee is quoted in VND, because Rocket's signed rental contract prints it that way. Each amount is returned with its own explicit currency field — do not read VND 5,000 as USD.

6. Protection and liability

Included as standard: the compulsory third-party civil liability insurance required by Vietnamese law, arranged for every vehicle, and basic mechanical support. That is all that is included. Without a damage waiver the renter is liable for damage up to the full value of the vehicle.

This corrects an earlier Rocket document

Rocket's partnership proposal PDF describes a “Basic Collision Damage Waiver included on every rental”. That is not correct — CDW is an optional paid extra and always has been in Rocket's pricing. If your team read that proposal, this section supersedes it.
Protection products
Collision Damage Waiver — USD 10 per rental dayOptional paid extra, not included in the standard rate. Caps the renter's liability at a USD 1,000 deductible, plus reasonable compensation for loss of use while the vehicle is off the road for repair.
Full Protection — USD 350 flat, once per bookingUSD 0 excess on covered incidents, and adds glass, mirrors, lights and tyres. Replaces CDW — the two cannot be purchased together.
Roadside assistance — USD 10 per rental day, maximum USD 100 per rentalOptional paid extra. Nationwide, unlimited call-outs; free towing up to 100 km per call-out, jump-start, spare-tyre change, fuel delivery, post-collision and wrong-fuel towing. Active from the start of the rental with no activation delay. Eligibility: passenger vehicles of 16 seats or fewer, trucks of 2.5 tonnes payload or less.

Full Protection is a protection plan provided directly by Rocket Car Rentals. It is not an insurance policy purchased from a licensed insurer. Reproduce that distinction accurately in any partner-facing description. It does not apply to: driving under the influence of alcohol or drugs; unauthorised or unlicensed drivers; use outside the agreed rental terms, dates or geography; racing, off-road use or any illegal activity; deliberate or grossly negligent damage; failure to report an incident promptly; or loss or theft of personal belongings left in the vehicle.

24/7 customer support is included in every rental and is a different product from roadside assistance. Do not present roadside assistance as included.

7. Fuel and charging

Combustion vehicles are supplied with a full tank and must be returned full. Electric vehicles are delivered at 100% charge and asked to be returned above 20%, or a recharge fee applies. A full charge on return is not required.

8. Vehicle use restrictions

  • No illegal purposes of any kind, no racing, no towing.
  • Smoking is strictly prohibited. Cleaning fee VND 2,000,000.
  • All Rocket vehicles carry GPS tracking devices, and the traveller consents to collection and monitoring of the vehicle's location for the rental period by renting the vehicle. This must be disclosed at the point of booking — it is a privacy disclosure, and your jurisdictions may require it be surfaced before payment rather than at the desk.
  • Cross-border travel is prohibited. Taking a Rocket vehicle to Cambodia, Laos, China or anywhere else is not permitted, and every insurance and protection product purchased with the rental — including the compulsory third-party cover — ceases to apply outside Vietnam. A traveller who does so is uninsured and personally liable. Inbound travellers ask for this routinely; the answer is no.

9. Delivery and collection

Rocket delivers and collects anywhere in Vietnam on request — a hotel, a private address, an office, or an airport arrivals hall. Every airport location code is fulfilled this way: Rocket operates no staffed desk inside any terminal, so on an airport booking delivery is not an optional extra, it is how the booking is performed. All four branch cities are in full operation, Nha Trang included.

Delivery fees
Inner districts of Ho Chi Minh City, Hanoi, Da Nang, Nha TrangNone
Their airports — SGN, HAN, DAD, CXRNone
Anywhere else in VietnamQuoted per booking and confirmed before the traveller pays

Delivery is not modelled in the Partner API. supportsDelivery is false on every station and there is no delivery endpoint — including on airport stations, where delivery is nevertheless the fulfilment method. Read it as “no API-driven delivery product”, not “no delivery”. For v1, pass the intended hand-over point in remarks and agree any fee outside the free areas per booking. One-way rental is supported between any two active stations and is priced as its own line item.

10. Traffic fines

The renter is fully responsible for all traffic fines incurred during the rental period. Where a camera-issued fine (a “cold fine”) is received after the vehicle is returned, Rocket charges the fine amount plus an administrative fee of VND 500,000 per fine to the renter's card.

Collection through a partner channel is an open mechanic, not an open policy

Under the API's settled_with_partner model Rocket collects nothing from the traveller online, so for a partner-created booking Rocket may hold no card to charge a post-return fine against. How that is recovered — from the security deposit, from the traveller directly, or via the partner — belongs in the Distribution Agreement. The policy itself is settled; only the plumbing is not.

11. Payment

As presented to a direct Rocket customer: pay a 30% deposit now with the balance at pickup, pay 100% now, or hold the booking for 6 hours unpaid pending a deposit. Accepted methods are cash, bank transfer, and Visa, Mastercard, JCB and major e-wallets via the Appotapay gateway. Rocket adds no card or gateway surcharge, all online amounts are charged in VND, rental fees and the deposit must be settled before hand-over, and VAT invoices are issued on request.

Card schemes: Visa, Mastercard and JCB. American Express is not accepted. Rocket's Terms of Service previously claimed Amex acceptance in one section while listing Visa/Mastercard/JCB in another; the Amex claim was incorrect and was removed on 21 August 2026.

A traveller paying Rocket online with a foreign-issued card must use the Visa/Mastercard/JCB card channel. Appotapay's other online methods — domestic ATM/Napas cards, Vietnamese e-wallets, bank QR — are domestic-Vietnam only, and no other online method will work for an inbound traveller.

Largely moot for the v1 integration

The API's payment model is settled_with_partner: a quote returns prepaymentRequired: 0 and dueAtPickup: 0, and Rocket collects nothing from the traveller online for a partner-created booking. The security deposit is still collected by Rocket at pickup, so the card question above still applies to the deposit.

12. Force majeure

Neither party is liable for failure to perform obligations due to events beyond reasonable control, including natural disasters and war.

13. Data protection

Rocket operates under Vietnam's current personal-data framework:

  • Law on Personal Data Protection 91/2025/QH15, in force from 1 January 2026.
  • Decree 356/2025/NĐ-CP, in force from 1 January 2026, which implements it.

The 2023 personal-data decree no longer applies — repealed with effect from 1 January 2026 by Article 42 of Decree 356/2025/NĐ-CP. Any earlier Rocket document that cites it as the governing framework is superseded by this one.

Exchanging traveller personal data between Rocket and a distribution partner requires a mutual NDA and executed data-protection terms before any real booking is created, as an annex to the Distribution Agreement. The statutory references above are stated for accuracy and are not legal advice; both parties' counsel must confirm applicability, exemptions, retention periods and the impact-assessment and cross-border-transfer dossiers each side is required to prepare. Rocket circulates a draft annex once Vietnamese counsel has reviewed it, rather than putting an unreviewed draft in a partner pack.

14. Superseded material, and what is still open

This page supersedes every earlier Rocket statement of rental terms, including Rocket's consumer Terms of Service as it read before 21 August 2026 and Rocket's Partnership Official Proposal PDF. Where an earlier Rocket source disagrees with this page, this page is correct. If a specific clause matters to your commercial review, ask and Rocket will give you the before-and-after for that clause.

Four statements in that proposal PDF are wrong:

Corrections to the partnership proposal
“Basic Collision Damage Waiver included on every rental”CDW is an optional paid extra at USD 10 per day (§6).
“API and sandbox access”There is no isolated sandbox. Rocket provides a scope-restricted production integration environment.
“Modification/cancellation and webhook notifications”Cancellation works. Modification returns 501 — cancel and re-book. Webhooks do not exist in v1; poll GET /reservations.
Four branch citiesCorrect, and the API now matches — Phu Quoc was withdrawn from the partner API on 21 August 2026.

Two items remain genuinely open. Neither blocks integration, and both are tracked with an owner in the agreement checklist:

Open items
Station data beyond the four city addressesCity-branch addresses are published. Coordinates, opening hours, after-hours policy and structured hand-over instructions remain unrecorded and return null. Airport stations have no address by design — they are a delivery service, not a counter.
Post-return fine collection through a partner channelThe policy is settled (§10); the mechanic is not. Under settled_with_partner Rocket may hold no card for a partner-created booking.

15. Source

Every non-open statement above is drawn from Rocket's published, live consumer-facing copy — Terms of Service (last updated 16 January 2026), Refund Policy, Privacy Policy, product pages and FAQ — or from the Partner API contract itself. Nothing has been invented for this page, and where Rocket's sources conflict, the conflict is reported rather than resolved.
